Analysis of Child Identity Card (KIA) Ownership Through the Innovation Diffusion Theory Approach in Bogor Regency, West Java Province

Abstract

Child Identity Card is an official identity specifically for children that is valid nationally. The purpose of implementing the Child Identity Card is to optimize data collection, protection, and public services for citizens and provide protection, and fulfillment of rights for citizens in this case for children. Although it is valid nationally, in Bogor Regency the number of KIA ownership is still very low, which is 24.58 percent or inversely proportional to birth certificates, which is 94.56 percent, this shows the need for it. This study aims to analyze the process of innovation diffusion in KIA ownership in Bogor Regency, describe the obstacles to KIA ownership in Bogor Regency; and describe the efforts of the Population and Civil Registry Office in increasing ownership of Child Identity Cards (KIA) in Bogor Regency. The tools for analysis are the Diffusion of Innovation theory from Roger (2003:11) with dimensions of innovation, communication channels, time distance and social systems and the method used is descriptive qualitative. The results obtained in the Innovation Diffusion process in KIA ownership in terms of innovation and social systems are quite good with innovation and collaboration can increase KIA ownership to 30.5 percent especially since there are 7 (seven) UPT locations in the sub-district that facilitate population administration services according to the closest location to the community as well as the Gebray Dukcapil program and the 3 in 1 program while communication channels and time periods still need to be improved further considering that KIA is not the prima donna of the most prioritized population documents and public understanding of KIA is still lacking so that the time period for the Disdukcapil to conduct socialization is still quite long to understand the purpose, intent and application. There are still obstacles in addition to the lack of public understanding of KIA, there is also the lack of integration of reports from the sub-district and UPT even though they are in the same location. To overcome these obstacles, the efforts made are by providing online services through the SILOKA application, one-day service through Gebray Dukcapil, BOLING in serving the 3 in 1 program and collaboration with the Hospital. Keywords: Child Identity Card, Innovation Diffusion
