HAK ASASI MANUSIA DAN DIPLOMASI KEMANUSIAAN: Human Rights and Humanitarian Diplomacy

Abstract


ABSTRAK
Perkembangan dunia yang semakin global membuat tragedi kemanusiaan tidak bisa lagi dianggap sebagai masalah dalam negeri masing-masing negara. Krisis kemanusiaan yang dipicu oleh manusia atau bencana alam telah menunjukkan perlunya solidaritas global dalam rangka menyelesaikan masalah kemanusiaan. Oleh karenanya, diplomasi kemanusiaan semakin menjadi bagian penting dari agenda diplomasi internasional. Berdasarkan latar belakang yang telah di uraikan di atas, tujuan pembuatan artikel ini, yaitu untuk memberikan pehamahan lebih agar meningkatkan kesadaran dan pemahaman masyarakat, akademisi, praktisi dan pembuat kebijakan tentang pentingnya dan pelaksanaan diplomasi kemanusiaan. Metode penelitian yang digunakan yaitu kualitatif dengan studi pustaka. Kesimpulan dan hasil dari penelitian ini yaitu hak asasi manusia dan diplomasi kemanusiaan dilakukan oleh beberapa aktor, melalui berbagai saluran, menggunakan berbagai alat dan instrumen. Hak asasi manusia dan prinsip-prinsip kemanusiaan diterima secara luas, meskipun perbedaan pendapat yang cukup besar ada mengenai memprioritaskan, mendefinisikan, dan mengimplementasikan hak dan prinsip tersebut. Sisa teks dikhususkan untuk mengeluarkan bagaimana hak asasi manusia dan diplomasi kemanusiaan dipraktikkan pada berbagai tingkatan.

ABSTRACT
The development of an increasingly globalized world has made human tragedies no longer considered as domestic problems of each country. Humanitarian crises triggered by humans or natural disasters have demonstrated the need for global solidarity in order to resolve humanitarian problems. Therefore, humanitarian diplomacy is increasingly becoming an important part of the international diplomacy agenda. Based on the background described above, the purpose of this article is to provide more understanding in order to increase the awareness and understanding of the public, academics, practitioners and policy makers about the importance and implementation of humanitarian diplomacy. The research method used is qualitative with literature study. The conclusions and results of this research are that human rights and humanitarian diplomacy are carried out by several actors, through various channels, using various tools and instruments. Human rights and humanitarian principles are widely accepted, although considerable differences of opinion exist regarding prioritizing, defining, and implementing these rights and principles. The remainder of the text is devoted to revealing how human rights and humanitarian diplomacy are practiced at various levels.
