IMPLEMENTASI TEORI DEPENDENSI STUDI KASUS : KEBIJAKAN BELT AND ROAD INITIATIVE TIONGKOK KHUSUSNYA DI KAWASAN AFRIKA TIMUR

Abstract


Tiongkok meluncurkan salah satu program pembangunan infrastruktur yang paling hebat sepanjang sejarah yang dimulai sejak 2013, yakni program Belt and Road Initiative. Dalam program ambisiusnya ini, Tiongkok memliki keinginan untuk mengembangkan jalur sutra (Silk Road) dan jalur perdagangan legendaris yang dapat menghubungkan Tiongkok-Eropa dengan melalui jalur darat dan laut. Dari beberapa negara, salah satunya yang menjadi sasaran program Belt and Road Initiative ini adalah kawasan Afrika Timur. Dimana lokasinya yang cukup strategis, serta jalur perdagangan internasional yang memiliki sumber daya alam yang sangat kaya, yang mana menjadi salah satu fokus utama Tiongkok dalam program ambisiusnya. Selain itu jalur tersebut juga dapat membawa dampak yang cukup untuk kesejahteraan ekonomi melalui peningkatan nilai pertumbuhan serta GDP negara-negara di kawasan, akan tetapi, hal itu juga tidak luput dari dampak negatif yang dibawanya. Dalam karya ini akan mencoba membahas program Belt and Road Initiative Tiongkok yang dilihat dan di implementasikan dari perspektif dependency theory, yang mana dalam pembahasan ini sedikit menemukan sebuah kecenderungan yang negatif terhadap negara-negara di Afrika Timur yang terjebak dalam sebuah hubungan ketergantungan ekonomi dan perdagangan yang mengarah kepada ketergantungan politik negaranya.
