Abstract

Usaha Mikro Kecil dan Menengah (UMKM) adalah salah satu penunjang dalam membangun dan meningkatkan kualitas ekonomi, baik secara lokal maupun nasional. Perkembangan UMKM berperan sangat penting terkhusus dalam mengurangi dampak kemiskinan dan tingkat pengangguran. Desa Dukuh mempunya jumlah pelaku UMKM yang cukup banyak, dengan potensi yang besar tersebut Desa Dukuh mampu mengurangi tingkat pengangguran dengan semakin bertambahnya jumlah UMKM di Desa Dukuh dari tahun ke tahun. Untuk semakin meningkatkan kualitas UMKM yang dimiliki, Desa Dukuh mempunyai program Rumah Kreatif Dukuh yakni program penggunaan teknologi informasi untuk meningkatkan Kualitas UMKM yang ada. Teori yang digunakan untuk melakukan analisis dalam penelitian ini adalah dengan menggunakan teori Implementasi Kebijakan Merilee S. Grindle yang berguna untuk mengetahui dampak dari program yang dirasakan oleh pelaku UMKM yang ada di Desa Dukuh. Penelitian ini menggunakan metode penelitian kualitatif dengan penjabaran secara deskriptif menggunakan teknik pengumpulan data melalui wawancara, observasi dan studi dokumentasi. Dengan teknik penentuan informan berdasarkan purposive sampling. Teknik analisis dalam penelitian ini adalah dengan cara melakukan reduksi data yang telah diperoleh dan selanjutnya melakukan penyajian data yang telah direduksi dan terakhir adalah menarik kesimpulan dari data yang telah ditampilkan. Hasil dari penelitian ini adalah pelaku UMKM di Desa Dukuh merasakan manfaat dari program tersebut untuk meningkatkan kualitas UMKM yang ada. Dengan adanya pelatihan dan penyedian tempat yang memadai membuat para pelaku UMKM memiliki motivasi lebih dalam meningkatkan kualitas produk UMKM yang dimiliki. Namun, disisi lain masih ada juga pelaku UMKM yang merasa masih sulit untuk beradaptasi dengan munculnya era digitaliasi dewasa ini. Dan itu adalah tantangan bagi program ini dan pemerintah Desa Dukuh agar semakin giat dan lebih massif dalam membantu para pelaku UMKM yang ada.
