Abstract

Dalam penelitian ini akan dibahas mengenai bagaimana Implementasi kebijakan rencana tata ruang wilayah di Kabupaten Purwakarta, utamanya mengenai alih fungsi lahan di Desa Cibodas Kecamatan Bungursari dan berbagai dampak yang terjadi akibat dari alih fungsi lahan tersebut. Metode yang digunakan dalam penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif. Data dikumpulkan melalui studi pustaka, observasi, dokumentasi, dan wawancara. Untuk teknik penentuan informan menggunakan teknik Purposive Sampling yang terdiri dari Dinas PUPR, Pemerintah Desa Cibodas dan Masyarakat Cibodas Kecamatan Bungursari. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan rancana tata ruang wilayah di Kabupaten Purwakarta dalam hal alih fungsi lahan di Desa Cibodas Kecamatan Bungursari belum berjalan secara optimal. Hal tersebut dapat dibuktikan dengan menggunakan teori dari Soren C. Winter yang terdiri dari 3 variabel yang didalamnya berupa beberapa dimensi diantaranya, dimensi komitmen yang belum cukup kuat dalam penerapan kebijakan, dimensi koordinasi yang belum optimal, dimensi diskresi yang dilakukan akibat tumpang tindihnya kebijakan, serta dimensi respon poitif dan respon negatif sebagian masyarakat merasakan baik dampak positif maupun negatif akibat adanya alih fungsi lahan.
