Abstrak

Implementasi Kebijakan Desa Tangguh Bencana Pada Badan Penanggulangan Bencana Daerah Di Kabupaten Bandung dilatarbelakangai adanya beberapa permasalahan diantaranya, adanya transmisi komunikasi yang belum optimal dalam penyampaian kepada masyarakat dengan pihak penanggunng jawab Desa Tangguh Bencana, sumber daya relawan Tangguh bencana yang belum mencapai standar minimal, kurangnya tenaga ahli di lembaga BPBD dan desa itu sendiri dan desa Tangguh bencana, masih adanya salah satu desa yang belum memiliki struktur birokrasi penanggung jawab desa tangguh bencana. Penelitian ini menggunakan meode kualitatif, dengan menggunakan teori Edward III dalam Agustino (2020:154) yaitu Komunikasi, Sumber Daya, Disposisi, dan Birokrasi. Teknik pengumpulan data dengan observasi, wawancaram dan studi dokumentasi. Selanjutnya data diolah dengan pengumpulan data kemudian diedit dan akhirnya diinterpretasi. Kemudian analisis data dengan cara reduksi data, penyajian data, dan verifikasi. Lalu untuk mengetahui kelayakan data dilakukan analisis keabsahan data dengan teknik triangulasi. Hasil penelitian memaparkan bahwa Implementasi Kebijakan Desa Tangguh Bencana pada Badan penanggulangan Bencana sudah berjalan dengan baik Namun masih ada beberapa hambatan dalam Implementasi Kebijakan Desa Tangguh Bencana Pada Badan Penanggulangan Bencana Daerah. Hambatan tersebut diantarnya adalah masih belum menyeluruhnya pemetaan wilayah rawan bencana di kabupaten bandung sehingga menghambat sosialisasi penanggulangan bencana dan belum adanya strategi khusu sebgai pendekatan dalam penyampaian informasi tentang Desa Tangguh Bencana.
