Evaluasi Implementasi Kebijakan dalam Pengembangan Jawa Barat Bagian Selatan

Abstract


Kebijakan pembangunan di Provinsi Jawa Barat antara lain menetapkan bahwa provinsi ini membagi empat kawasan pengembangan wilayah, yakni Jawa Barat Bagian Barat (JBBB), Jawa Barat Bagian Tengah (JBBT), Jawa Barat Bagian Utara (JBBU), dan Jawa Barat Bagian Selatan (JBBS). JBBB, JBBT, dan JBBU pada umumnya bercirikan perkotaan, sedangkan JBBS pada umumnya bercirikan perdesaan. Pengembangan wilayah di empat kawasan tersebut sudah memiliki berbagai kebijakan, baik kebijakan pemerintah pusat maupun kebijakan pemerintah daerah provinsi. Dalam mengimplementasikan kebijakan-kebijakan tersebut masih menyisakan berbagai masalah, di antaranya ketimpangan antara kawasan perkotaan dengan perdesaan, ketimpangan regional, dan ketimpangan lokal. Indeks pembangunan jalan dan jembatan di kawasan JBBS – misalnya - hanya 28,24%, sedangkan di JBBU 71,76%. Sebagai upaya meminimalisasi masalah tersebut, kami menawarkan tiga framework untuk pengembangan masing-masing PPW tersebut. Sebagai temuan (novelty), ketiga framework tersebut diharapkan menjadi bahan evaluasi kebijakan pemerintah pusat, provinsi, dan masing-masing kabupaten dalam mengimplementasikan kebijakan yang sudah ditetapkan. Jika dianggap perlu, beberapa kebijakan tersebut perlu dilakukan reformulasi kebijakan. Faktor dampak (impact) kajian ini diharapkan dapat meminimalisasi ketimpangan regional dan ketimpangan lokal di kawasan JBBS.
